.VI 5t tin Epitome of TelegraphlcewsT I' COMHUD FROM THE OIlKdONIAK. Chicago, April 30. About three o'clock yesterday morning six burdens entered the residence of Cashier Harrison, of the No tional Bank, nt Cadiz, Uhio, bound nnd gag. ired the cashier, and compelled him and his wife to deliver up the keys of the bank safe l'roccodinjr thence to tue bank i hey effected mi entrauue and robbed the bank of $3UU,0u0 in U. S. bonds, and $5,000 in deposits. After locking the watchman in: lie, they made good their escape on a baud cur, after vu.ling the telegraph wires. WatU'mgton, April 30. The State Depirt meat yesterday received positive advices to the effect that the difficulty between Prussia and Austria will find n peaceable solu' ion . The report comes from the highest author ity in tn e French capital. Senator Morrill's bill dissolving the pres ent municipal government of Washington, and substituting a board of commissioners, will probably be reported lu the Senate this week. A significant featuro of the bill is, that the power to Appoint commissioners is vested in the Supreme Court of tho District. Four members of tlim body, it is understood, oppose the President's policy Waxlumjlon, April 3u. There has been a careful canvass to ascertain the feeing of Congressmen relative to the report ot tho reconstruction committee, and it may be ta ed that although there is some disap pointment manifested, tho Republican mem bers, with hardly any exception, are willing to accept the propositions of the committee, Which are submitted as amendments to the Const'tutiou. Sumner is disposed to sup port them, though he objects to the terms of , the act for the admission of the States. It is understood that Ilinghara, believing the act us reported will put in the power of a few Slates to prevent ho restoration of tflhcrs, urited upon, tho committee the follow ing as a substitute : Whenever any State lately in insurrection film 11 adopt those amendments nnd conform its constitution uud laws thereto, it shall be entitled at once to Senators nnd Representa tives in Congress, provided they shall be duly elected and qualified, nnd can take the oath. It may be considered certain that In addi tion to the above, various other amendments will be offered In hoth houses, when the question comes up for discussion. The re port was introduced in Congress to-day; It is intended to press it to an early vote, though a reasonable amount of debate will bo allowed. Should it be pns.-c I by the rcquisi'e two-thirds, a resolution will be pre sented requesting Governors to convene the State legislatures in extra session for the purpose of 'ratifying the amendment. A Democratic member of the comtui tee, yes terday, submitted the plan as agreed on to the President. Johnson thought it was a practical denial of the iiegro-suttVage is'iie, while on the other hand it virtually assumed the unconstitutionality of the civil riuhts bill by Incorporating it in the Constitution. Where is tub Protection 7 It is hodHtinyly asserted thiit no more quiet city can be found anywhore than this one. Does the rocord of lust Monday night sustain the assertion ? A quiet, peaceable citizen, respected by all who knew him, is foully assassinated, lie is shot in the back by a sneaking cow. nrd killod at a time when hois on trial before tho Probate Court of this county obeying to tho letter every requirement of that Court. A simple drunk is promptly arrested, imprison od, fined and taught the majesty of law und municipal regulation; but an assassin can steal up behind a man, discharge a load of buckshot into his body run across tho-streot in pres ence of numerous citizens and polices men, and escape. Is that the way to afford peace and security to tho resi dents of this city 1 It is expected that no efforts will bo spared te socuro tho assassin of Brassfield notwithstand. ing it bas been asserted in this city that he was justly killed. It is due to the honor and credit of this commu nity that the assassin be punished, and wo agree with the Judre of the Pro hato Court, that it will be very strange indeed if be is not caught and brought to justice. Let the law be adminis tered alike to Mormon and Gentile. The present will not admit of any dis tinction. Let it be so remombered. Vedette. ' : .
